Job Description

PROFESSIONAL RESPONSIBILITIES
Manage and direct the daily operations of RUSS and report to the board
Set and continually manage project expectations with team members and other project partners
Represent the board in meetings with regulators, funding agency representatives, project community
representatives and affected individuals
Build, develop and grow community relationships vital to the success of each community project
Respond to customer and citizen inquiries and complaints
Prepare and present monthly reports to the board
Oversee the preparation and maintenance of RUSS records, and dissemination of records to board members
Review proposals and cost estimates submitted by service providers, making recommendations to the board for
action as needed
Direct budget preparation and monitor compliance with budget-making proposals and recommendations
subsequent to budget changes-when necessary
Review invoices and recommend payment
Interact directly with project engineer to achieve timely and successful completion of projects and system start
up
Interacts directly with legal counsel, bond counsel, funding administrators (RD, SRF, CDBG, BANK reps),
accountants and auditor
Assists in preparation of, amendment to, and conformance of RUSS policies
Assist board in strategic planning efforts
Direct contractors as needed to achieve compliance with applicable regulations and to complete needed
investigation of and repair to utility appurtenances
Oversees the completion and submission of required monitoring reports and operating permits to insure
compliance with applicable rules and regulations
Maintains a successful working relationship with utility providers located within and adjacent to the RUSS
service areas
Attends and participates in Utility Management Organizations (UMO) meetings in order to stay abreast of
regulatory changes and impacts, construction practices, and funding agencies that may impact RUSS
Attends and participates in Iowa Rural Water Association (IRWA) training sessions
Works with staff, as needed, to accomplish the orderly and successful day-to-day operations of RUSS
Respond to emergency situations – on a 24-hour basis; resolving any unexpected technical problems that may
arise
Responsible for overseeing Operators. Maintains monthly DNR water testing reports completed by Operators
and records of monthly MOR/NPDES reports submitted by system Operators
Procures mowing services and contracts for all sewer system sites
Evening travel (weekends possible) will be required to meet with community residents, County Board of
Supervisors, City Council meetings, engineers and system operators and contractors
Track and report hours and expenses on a weekly basis
KNOWLEDGE AND SKILLS REQUIREMENTS
Knowledge and understanding of EPA, DNR and USDA regulatory requirements pertaining to sewer utilities
operation and management
Thorough knowledge of sewer utility operations including but not limited to; funding, design, construction,
conveyance, treatment and billing of systems
Working knowledge of sanitary sewer collection systems and pump stations
Ability to plan and organize own work and oversee the work activities of other professionals
Display high standards of ethical conduct, refraining from dishonest behavior
Ability to communicate with all contractors and customers providing quality professional customer service,
understanding how to communicate difficult/sensitive information tactfully
Ability to display a high level of initiative, effort, attention to detail and commitment by completing
assignments efficiently with minimal supervision
Ability to follow policy, cooperation with fellow staff members and contractors in order to achieve a team
atmosphere
Ability to read and interpret engineering plans and operations and maintenance manuals
Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial
Familiar with USDA-Rural Development financing
Strong written and oral communication skills
Strong interpersonal skills
Ability to speak well in public forums
Knowledge of computer programs; Microsoft Office (Word/Excel), Email, Internet
Familiarity with common project funding sources: USDA-RD, IFA-SRF, CDBG, bonds, local loans
Familiarity with budget preparation and financial reporting
Ability to lift and carry 50 pounds and to access and negotiate terrain at utility facilities
Possession of valid Iowa drivers license
