About Skill Council for Persons with Disability (SCPwD):
A Dynamic and evolving organization with a National Vision and focus of skilling Persons with Disability, SCPwD was incepted in October 2015 to offer Persons with Disability (as per the RPwD Act, 2016) meaningful, industry relevant, skill based training. The Organization was promoted by Confederation of Indian Industry under the aegis of Ministry of Skill Development and Entrepreneurship and Ministry of Social Justice and Empowerment. It targets skill development of People with Disability (PwD) as per industry needs which can help them to be gainfully employed and contribute to India’s growing economy. SCPwD has been working on mobilizing training partners towards fulfilling the skill initiative of PwD under the PMKVY (Pradhan Mantri Kaushal Vikas Yojna) as well as other Gov initiatives.
All initiatives taken by SCPwD empowering PwD, move towards formulating local and national level strategies for shaping the future for them to be gainfully integrated and contributing to the economic growth of India. We aspire for a successful endeavor for PwD by addressing the skilling gap, providing right tools and work environment to effectively perform their jobs. SCPwD is now poised for future growth, driven by a National Vision and outreach, with a philosophy that assigns primacy for PwD to enterprise in the Government sector, Industry and also individual accomplishments.
Towards this beginning, there are several projects which have been undertaken by the council since its inception. One among the recent is the collaboration with Glasgow Kelvin College, Scotland under UK-India Education and Research Institute (UKIERI) to benchmark standards between India and Scotland in the area of Disability.
As on date SCPwD is targeting 50,000 – 75,000 being trained under the PMKVY -STT in 2020-’21. Additionally, the annual target of Central Gov non PMKVY Schemes like SIPDA (MSJE), Schools (MHRD funded), NULM, DDUGKY etc. are expected to scale up to 50,000-75,000 in 2020-2021. The foundations for these having been laid the scope for accelerated growth has to be the key mission for SCPwD.
Objectives of SCPwD:
All individuals need the right tools and work environment to effectively perform their jobs. Similarly, Persons with Disability (PwD) also need training, workplace adjustments - or accommodation - to maximize their productivity. In the Indian context, training of PwD has traditionally formed a socially excluded minority. The problems associated with social exclusion are many and complex. The resolution of these problems ischallenging and requires imaginative and multifaceted actions; both access and outcome is possible by removing barriers to social inclusion. In addition to allowing for positive action measures, mainstreaming must also recognize the diversity between PwD, and the need for an individualized approach to meet their training needs – both formal and vocational. SCPwD being a horizontal at its core has to work with various other sector skill councils to ensure that there is alignment in demand projection and supply of trained manpower.
Dy CEO is required to work with the key stakeholders and partners from the relevant industry sectors, NSDC, Government of India (various ministries) and with groups of International experts. The person will have to build further and drive the organization, in an extremely collaborative manner deliver time bound outcomes as per the business plan while ensuring that the entire process is consultative and in alignment with industry needs.
OPERATING NETWORK / INTERFACE
All partners within the relevant industry sector forums including Industries, Associations, Academic Institutions etc.
Interact with NSDC, Central & State Governments, Ministries like MSDE, MoT, etc.
Service providers offering skills training in the sector
Interface with the un-organized sector players and supply chain to understand the skills requirements
Advocacy & Marketing of all skill related programmes and job roles offered by the SCC to external stakeholders and developing more based on market demand
Reporting to the CEO and Chairman Governing Body of SCPwD

Education & Relevant Experience
Post-Graduation (Preferable) in Disability studies or any other related application-based field
10 years of progressive experience in leadership role and minimum 25 years work experience.
Proven track record of incubating a business enterprise/business division and successfully transforming into a profitable venture
Experience in strategic planning and execution on a large scale mission in a collaborative manner
Experience in dealing with diversified range of stakeholders both industry and government heavily based on partnerships
Ability to create internal systems and procedures for effective delivery and operations with strong leadership capabilities
Understanding/ Familiarity of the various disabilities as defined by the RPwD Act, 2016 and the challenges of inclusion is a must

Provide leadership to position the SCPwD at the forefront of the industry. Develop a strategic plan to advance the SCPwD’s mission and objectives and to promote revenue, profitability and growth as an organization. Oversee SCPwD’s operations to ensure efficiency, quality, service, and cost-effective management of resources. Ensure to reach the ultimate objective of placements of candidates trained /certified under the SCPwD umbrella.
Showcase exemplary capabilities in Strategic Management, Corporate Governance, and Creating Standards & Processes, improving efficiency, Increasing Productivity and Fiscal discipline and transfer the same quality downwards through proactive leadership.
Ensure the implementation and execution of operations approved by Funding Agency and should be capable of delivering the objectives of meeting business plan
Ensure legal/ statutory compliances, ensure that the organization delivers. In time high quality services and choose lasting organic growth rather than fast crumbling inorganic growth
Oversee SCPwD operations to ensure production efficiency, quality, service, and cost-effective management of resources.
Keep a close watch on compliance with the norms provided by the funding agency while successfully addressing the requirements laid down by the industry.
Keeping the organization well-resourced in terms of finance, knowledge, partnerships and implementation capabilities.
Plan and ensure availability of recurrent/exceptional reports from all departments. Analyse these regularly-for trends and patterns with guidance/ assistance with departmental head to take leads from them to run and grow the business more efficiently.
Evaluate performance of executives/staff for compliance with established policies and objectives of the SCPwD and contributions in attaining its objectives.
Motivate/ communicate/enable the departmental heads to work to proactively to handle the sticky situations with the aim to rectify and avoid recurrences.
Promote the SCPwD to local, regional, national, and international constituencies
Draw up quarterly plans and targets and ensure their delivery.
Plan develop, and implement strategies for generating resources and guiding business model to attain the self-sustainability of the organization
Ensure capacity building for Team SCPwD.
Other duties as assigned.
