Job Summary/Objectives
Effective installation, operation, repair/maintenance of all injection substations, equipment, instruments, transformers, relays and protection devices.
To plan, organize, direct and co-ordinate the activities of Distribution Network Maintenance, optimization programs, oversight of inspection and vegetation management as well as recording data monitoring devices.
Reporting Line
Network Maintenance and Operations, System Operations and Dispatch, Project Planning and Protection, Control and Monitoring.
Job Duties/Responsibilities
Planning & Management
Development of a long-term network maintenance plan emphasising efficiency, cost control, asset preservation and improvement.
Ensure preventive maintenance plan that is detailed including tasks to be performed with a scheduling and tracking system that ensures a high level of operational reliability and maintenance of network facilities in pristine condition.
Direct, oversee and participate in the development of the maintenance team's work plan, assign work activities, projects and programs; monitor work flow, review and evaluate work products, methods and procedures.
Develop and establish objective performance measures and benchmarks (SOP) in conjunction with IAD and Process unit
Introduction of SCADA
Prepare the maintenance budget, assist in budget implementation, forecast additional funds required for staffing, equipment, materials and supplies and administer the approved budget.
Network Maintenance
Plan, schedules and supervise preventive, corrective and overhaul maintenance including outages of all network infrastructure and equipment to assure it is operated in a reliable, safe and efficient manner.
Continuous evaluation of the maintenance program, recommendation of changes to optimise maintenance cost effectiveness, work quality, outage time and availability
Participation in technical evaluation, material evaluation, specification updates and inspections
Arrangement of planned outage with concerned commercial departments
Performance of field installations of current or potential transformers for commercial services and calculation of demand multiplier for installations.
Installation of remote metering devices as required
Repair, test and programming of electric meters for 33/11KV Feeders.
Effective Relay Coordination for sensitivity, reliability and discrimination between TCN 33KV Feeder and PHED 33KV Feeder faults
Interface with TCN on technical and industry issues
Review the Code of practise of overhead lines and substations when required with units, sections, departments to meet Internationally recommended standards.
Condition Monitoring
Analysis of system performance and identification of areas of improvement with recommended solutions
Detailed study of technical reports of condition monitoring, inspection reports and assign priorities for remedial actions when required, and following up on work progress of maintenance planning and condition monitoring engineers
Supervision of programming of maintenance and monitoring plan of the Substation, overhead lines, assign priorities and following up execution progress
Attend site visit with the concerned staff to the electrical distribution substations and circuits to confirm and assign the maintenance work requirements
Project Management
Installation of Power Transformers, 33kv and 11Kv Panel switchgear and ensure that the protection requirements of Distribution Transformers are carried out
Detailed Study of requirements of major materials for maintenance work and arrange with all concerned
Prepare and revise BOQs of the maintenance contracts for substations and overhead lines when necessary for new contracts with best utilisation of each contract and maintenance resources with all concerned
Review and assign maintenance planning and condition monitoring KPIs to confirm the achievements of section engineers
Participation in the review of material specification and maintenance code of practise.
Attend the technical evaluation of materials, both new and existing, and verify the availability of maintenance equipment and materials based on international standards.
Team Management
Monitoring Team performance and maximising productivity through the allocation and management of workload
Management and coordination of people, plants and materials to ensure efficient fault resolution
Identification of training opportunities
provision of foreign hands-on training for engineers; software training programme for network and system software
Overseas training courses on installation maintenance and operation of metal-clad switchgears with skills and knowledge to the job to required standards.
Minimum of 18 to 20 years experience in installation of Power Transformer, 11kv switchgear panel, 33kv control panels, Distribution transformers including repair/replacement of relays, reclosers, current and potential transformers, meters and protective wiring of power transformers
B.Sc. in Electrical/Electronic Engineering
M.Sc. in Power Systems Design, Protection, Control and Metering
