(i) Be responsible for overall implementation of the ‘education-enhancing’ component for young women and adolescent girls in activities of the projects implemented by the Jharkhand Women Development Society (JWDS) and will be assigned to the Program Implementation Wing in Ranchi.

(ii) Plan, supervise and manage the implementation of the ‘formal and non-formal education enhancing’ sub-components of the Tejaswini Project. This will include tasks related to both formal and non-formal education enhancing activities for project beneficiaries. The focus will be to mainstream girls into formal schools at secondary level and also provide non-formal education for 12 months to eligible beneficiaries to complete secondary education.

(iii) Plan, conceptualise and coordinate activities with Dy. Chief Operating officer, other senior and junior staff in JWDS as well as with state/district/block level implementation units.

(iv) Contribute towards preparation of Project design on the basis of finalized concept, develop work-plan/ log frame to guide its implementation, establishment of effective monitoring system to track progress at any stage of project/s and support in developing review and evaluation strategies/tasks for the program.

(v) Contribute to the development of Program Implementation Plan and oversee budgets for the education related activities for project beneficiaries.

(vi) Oversee, supervise and guide the work of Program Manager (Formal Education) and Programme Manager (Non-Formal Education). These two positions will report to the incumbent and he/she will need to supervise and guide these positions as well as other officers junior to him/her involved in project implementation at the State/district or block level resource centres and implementation units.

(vii) Work with the program managers, officers at the district and block levels to implement the project development objectives of the Tejaswini and other project/s pertaining to enhancement of educational opportunities for adolescent girls and young women in Jharkhand.

(viii) Prepare monthly, quarterly and annual targets and ensure that they are achieved as per projects development objectives.

(ix) Coordinate with other educational institutions especially open schools (NIOS/State Open Schools) agencies and qualified providers to ensure out of school beneficiaries are able to get appropriate opportunities to get back in secondary schools or get non-formal education, depending on eligibility and as per project development objectives.

(x) Finalise performance–based contracts with qualified providers who will be responsible for bridge and non-formal education on the basis of number of out-of-school adolescent girls enrolled.

(xi) Finalise consultants to undertake analytical/technical assessments to inform the project implementation.

(xii) Contribute to strengthening the capacity of district and block level units of JWDS to achieve effective program implementation.

(xiii) Build capacity, train and support the govt. staff and related consultants on approaches and tools to work effectively in accordance with the Project requirements.

(xiv) Liaise with World Bank team, line departments, educational institutions, training providers, and other stakeholders to establish necessary project coordination and accomplish operational requirements for day-to-day tasks.

(xv) Participate in and/or organize relevant seminars, workshops, consultations etc. as and when required.

(xvi) Suggest innovative approaches and strategies that could be used to improve program implementation on the basis of recent literature and current thinking.

(xvii) Analyse, document and make presentations on the progress, impact, challenges and actions taken during the Project implementation.

(xviii) Undertake any other relevant task as delegated by the Chief Operating Officer or Dy. Chief Operating Officer JWDS/DWCDSS or other officials nominated by the Secretary.
