Job Description
The Proposal Lead & Opportunity Analyst will be responsible for managing and monitoring the entire proposal process in the development and execution of small, medium, and large proposals and responses. He/she will also be responsible for assisting the opportunity team in searching for and qualifying business leads and opportunities in-between proposal responses as needed.

He or she will give writing assignments to the proposal team, including subcontractors, writers, editors, and business development managers.

This individual will evaluate United States federal government, state government and local government Requests for Information (RFI), Requests for Quote (RFQ) and Requests for Proposals (RFP) and develop proposal outlines, win themes and discriminators, and schedules.

He or she will analyze and manage proposal content; and provide direction for review team recovery of proposal documents.

He or she will be responsible to fully understanding the proposal evaluation criteria and instructions to offerors.

Working closely with the business development manager, he or she will be responsible for producing documentation regarding the proposal technical approach, the management approach, staffing plans, and will be responsible for developing past performance summaries.

He or she will translate technical jargon and poor writing into clear, easily readable, and easy to follow text. This position requires excellent English language (USA English) writing skills since the individual selected will be required to write and rewrite proposal sections and volumes.

Responsibilities include:

• Write clear, compliant text to meet RFI, RFP or RFQ requirements

• Manage and monitor the proposal process of various-d proposals from pre-RFP/RFQ release through submission, clarification, and final proposal revision

• Manage simultaneously occurring tasks and shift priorities continually as needed

• Analyze the RFI/RFP/RFQ and develop outlines in full compliance with instructions and evaluation criteria, estimate page limits, and assign sections as required

• Analyze proposal inputs for content, RFP compliance, and flow, and provide direction for improvement to additional writers as needed

• Develop responses to RFIs or Sources Sought requests

• Rewrite sections to change unclear or non-compliant text into readable and grammatically correct English (USA)

• Ensure adherence to proposal schedules

• Employ interpersonal, communication, and team-building skills in collaboration with diverse groups

• Exhibit confidence and extensive knowledge of industry best practices to ensure proposals that conform to a higher-than-the-norm standard of quality

Required:

• Ability, desire and passion for quickly learning and performing proposal management and coordination duties and responsibilities and opportunity analysts and support (target six months)

• Be willing and able to work daily (business days) with the USA based business development manager via Skype, Google Hangouts, WhatsApp, etc. for training regarding proposal and opportunity processes/procedures, etc.

• Excellent writing, editing, and composition skills (USA English)

• Familiarity with management consulting, information technology, medical staffing, general staffing and other business areas

• Ability to translate complex ideas into easy-to-understand text

• Can estimate time for project deliverables and tasks and adhere to schedules

• Can lead under proposal deadline pressure, while encouraging enthusiasm for the task

• Proven ability to work independently, yet be part of a team

• Flexible schedule, ability to work with USA staff from 8am-5pm eastern standard time (USA) Monday-Friday; ability to work in an office environment (Bengaluru, India based) or from a home office

• Understands how to communicate difficult/sensitive information tactfully

• Three years of writing experience (desired)

• Bachelor's degree required, masters degree preferred

Skills - must have experience with MS Office, and be willing and able to use Google Docs and Trello; must be extremely detail oriented, and deliverable and outcomes focused

Compensation - competitive base salary and bonus incentive based on a contract award that resulted from direct proposal or capture efforts
